Utah runs med spa oversight through a single agency, and writes its delegation rules more explicitly than almost any other state. The Utah Division of Professional Licensing — DOPL, which sits inside the Utah Department of Commerce, and which was renamed in 2022 from the Division of Occupational and Professional Licensing, so older rule text still carries the former name — administers every licence involved. Its profession-specific boards do the detailed work: the Utah Physicians Licensing Board for MDs and DOs, the Utah Board of Nursing for APRNs, RNs and practical nurses, and the Utah Board of Cosmetology and Associated Professions for estheticians and master estheticians.
